| Personal History | Duncan was born aboard the USS Fowler to her Operations Manager, Lt. Commander Caine Foster, and his wife Eleanor. He grew up aboard several starships, and so it was a foregone conclusion that he would join Starfleet. He entered the Academy at age 16, and selected the Tactical Division as his vocation. He graduated four years later with degrees in Tactical Theory and Security Investigation. He was posted aboard the USS Trenton, a science vessel that departed on a four year exploratory mission into the Beta Quadrant. The young security officer excelled aboard the Trenton, earning a promotion to Lieutenant Junior Grade upon the ship's return to Federation space. HE was then transferred to the USS Fuji, a Federation Border Cutter patrolling the Romulan Neutral Zone, and gained some experience as a Tactical Officer there, fighting Romulan raiders who occasionally ventured into Federation space to prey on civilian freighters. In one action, he placed the Fuji in between a Romulan ship and a heavily damaged colony transport, taking the hit and saving the colonists aboard the injured vessel. This earned him a promotion to Lieutenant. He replaced the Chief Tactical Officer when she was promoted to Lt. Commander and became the Fuji's Operations Officer. After a four year tour on the Fuji, he was selected to return to the Academy and teach, and for two more years he taught Tactical Theory to Academy cadets. He requested to return to starship duty, and was sent to the USS Shi'Kahr, as Operations Manager. While there, he received a glowing recommendation from his commanding officer, and was sent on a six month TAD to the Academy, to take the classes necessary for a transfer to Command. He was promoted to Lieutenant Commander and sent to the USS Cronkite for a temporary tour as First Officer, to earn his pips. While there, he met a civilian astrophysicist named Shania Lawrence. They married quickly after they found out she was pregnant. Nine months later, she had a son, Connor Lawrence Foster. Unfortunately, Shania died during the childbirth. Duncan went back to work after a short leave of absence to grieve and bury his wife. He was promoted to Commander a year after that, and was selected to command the USS Jackal, a Defiant class vessel assigned to the defense of Starbase 332. | |

She was under attack by raider vessels from the Romulan Empire, which had entered Federation territory. The Fuji intercepted the enemy vessels and engaged them. During the fight Lieutenant Foster, in the midst of the chaos that accompanies any combat action, took control of the Fuji and placed the ship in between the Fitzgerald, taking several hits from a salvo of torpedoes that would have completely destroyed the transport, killing everyone on board. His quick thinking and dedication to his duty as a Starfleet Officer have prompted me to award him the Starfleet Commendation Medal, and I would like to have him promoted immediately.
