Pak'leth Breakdown

Mission:
The Pak'Leth Problem
Location: Commodore Gunning's Office - Main Operations - Deck 12
Timeline: MD01 - 0845

Melissa approached the Commodore's office and pushed the doorchime.
The CO of the Starbase looked up at the chronometer. He wasn't expecting anyone but, of course, without a yeoman sitting in the outer office, he was never going to find out who it was without letting them in. "Enter."
She entered. "Good day Commodore, how are you today?" Melissa asked with her usual cheerful smile.
"Oh, hi Doctor," the Commodore said, pleased to at least have seen a friendly face, "I'm not bad- up to my eyes in paperwork but besides that, quite well. How are things in Medical?"
"Well, I wish I had some good news for you. We've had a Pak'leth ship come in." She stated in a sullen tone. And that usually meant trouble. Pak'leth ships were accidents just waiting to happen, due to the fact that they didn't fix or maintain their ships.
"Oh." He said simply. The Pak'leth were well known in the region for their technical inability. "And?"
Melissa spoke, "They came in last night, and we admitted them all for smoke inhalation. During the initial exams, we found out that the crew has a lot more than just smoke inhailation. At least half the crew is irradiated from inadequate radiation shielding in their engineering section. Some crew had to be put into isolation for everything from rigellian fever to Lirkasa Disease. And one had sheared his arm off with a faulty doorway." She stated. "I know the Prime Directive says 'Non-Interference,' but these pak'leth are... for a lack of a better word.... stupid."
Gunning whistled through his teeth. "What should we do about them? Someone's going to have to re-educate the clumsy buffoons otherwise they're going to go extinct."
The doctor spoke, "Apparently these pak'leth are running a transit business. But whoever buys a ticket on this ship is not going to survive the trip. I need a way to impound their ship, but within the prime directive."
"Strictly speaking, we don't need to adhere to the Prime Directive in this instance." Gunning said. "We can have their ship inspected by Engineering... routine... and then if it's found to be unsafe, we can impound it. That's where the trading agreements come into play. Grab Lieutenant MacManus and join him on the inspection. Tell him it's on my orders and the orders of Starfleet Medical. I'm sure he'll be delighted to lend a hand."
Melissa spoke, "You're the Command Officer here, and I'm just a small-town doctor. I'll get with the Lieutenant right away."
"Okay, do so. Make sure you have someone keeping an eye on the Pak'Leth in sickbay. I doubt they'll be best pleased if we suddenly impound their vessel."
